Manabik Shahajya Sangstha (MSS) is a renowned national-level NGO dedicated to socio-economic development since 1974. It provides microfinance services to over 200,000 clients in both rural and urban areas, supported by PKSF, banks, and other financial institutions.
The Assistant Director / Deputy Director (Finance & Accounts) will be responsible for overseeing and managing all financial operations of the Microfinance Program at MSS. This includes financial planning, budgeting, monitoring, reporting, regulatory compliance, and risk mitigation. The role requires close collaboration with senior management, donors, external stakeholders, and strong leadership to guide the finance team in executing financial operations aligned with MSS’s mission and strategic goals.
M.Com / MBS / MBA in Accounting or Finance from any reputed university
Professional qualifications such as CA (CC), CMA (part-qualified), or ACCA (part-qualified) are preferred
Minimum 10 years of core accounting experience, including at least 2 years in a similar senior finance position
Candidates with experience in microfinance organizations with over 100 branches will be given preference
Previous experience in NGOs, development agencies, or micro-credit organizations is essential
Age must not exceed 45 years
Strong understanding of financial management, accounting principles, budgeting, and reporting
In-depth knowledge of VAT & Tax regulations and return submissions
Hands-on experience with ERP and financial software (e.g., Microfin 360)
Advanced proficiency in MS Office, especially Excel
Excellent analytical skills for financial evaluation, budget preparation, and cash flow management
High attention to detail for processing payments, voucher preparation, and reconciliation
Strong time management and multitasking abilities
Ability to perform under pressure and manage complex financial processes
Effective communication and interpersonal skills for working with internal teams and external partners
Proficiency in both Bangla and English; must be able to type in both (Bijoy and English)
Willingness to work beyond office hours if necessary
Develop and implement business plans and budgets for Microfinance Programs
Monitor branch office expenses and prepare variance reports comparing budgeted vs. actual expenses
Prepare financial reports (monthly, quarterly, half-yearly, annual) as per donor and organizational requirements
Maintain liaison with PKSF, lending institutions, and MRA for financial matters
Review audit findings and ensure coordination between program and finance teams
Apply updated VAT and Tax guidelines from NBR, ensure proper deductions at source
Participate in procurement processes in compliance with organizational policies
Verify bills and vouchers against codes, budget allocation, and policies
Ensure accuracy of financial documentation including payroll, vouchers, reports, and inventories
Comply with financial and HR policies, donor guidelines, and manuals
Update and develop financial manuals and other related policy documents as required
Ensure proper physical verification and maintenance of assets
Prepare monthly and annual financial statements and submit required reports
Check daily fund positions and report to Head of Accounts
Prepare and analyze budgets and manage treasury functions
Supervise cash handling and investigate any discrepancies
Review and validate data in Microfin 360 software
Ensure timely bank reconciliations by the first week of every month
Maintain effective relationships with banks to manage credit facilities
Generate various financial and management reports
Monitor petty cash and cash book entries at the Head Office
Lead the Finance & Accounts department and oversee all operations
Carry out additional duties as assigned by supervisors
Conduct field visits and take corrective actions as needed
